Determines minimum requirements for conducting safe commercial launches of payloads into Earth orbit or sub-orbital use. Intended to limit exposure of the uninvolved public. Provides requirements for launches which could be conducted from sites owned by the federal government or other parties. Covers obligations of the launch site- and launch operator and provides strong consideration for use of the standard for meeting the required documentation to obtain a launch license from the U.S. Transportation Department.
