Specifies required Tag values and outlines Dictionary mechanisms for their usefulness in achieving interoperability between IEP sytems where Data Elements are of different lengths, or the ordering of Data Elements in commands and responses differ from that specified in EN 1546-3. Mechanisms are based on TLV (Tag-length-value) definitions of each Data Element. Mechanisms and Tags are specified for handling of Discretionary Data elements in addition to those specified in EN 1546-3. Examples of utilization of Dictionaries are covered in the Annex.
