Sets out guidelines for control of the obtrusive effects of outdoor lighting and gives recommended limits for the relevant lighting parameters. Refers to the potential effects of lighting systems on nearby residents, users of adjacent roads and transport signalling systems, and on astronomical observations. Does not apply to public lighting; illuminated advertising signs, except for those of the externally illuminated 'floodlit' type; lighting systems installed for the purposes of television broadcasting; and lighting systems which are of a cyclic or flashing nature.
