Die allgemeinen sicherheitstechnischen Anforderungen an Erdbaumaschinen sind festgelegt. Werden Erdbaumaschinen entsprechend diesen Festlegungen gebaut, wird davon ausgegangen, dass sie allen diesbezüglichen grundlegenden Anforderungen der EG-Richtlinie 'Maschinen' entsprechen. Für spezielle Erdbaumaschinen (z. B. Schlepper, Bagger) werden ergänzende Anforderungen in den weiteren Teilen dieser Norm festgelegt. Ausgenommen von diesen Bestimmungen sind Walzen und Kompaktoren.
