Local Exchange Carriers (LECs) and other service providers need to provide their individual customers with a wide range of easily deployable services at a reasonable price. In many instances, both new services and underlying network technologies are being introduced simultaneously. The Special Reprort (SR) serves as a framework to define Service Management Layer (SML) and Network Management Layer (NML) functions, and discusses the relationship between these management layers. This framework will help the LECs and other service providers to identify their needs for introducing and supporting new services for their customers; it will also serve as a means of conveying those needs to their telecommunications equipment and operations support providers.
