Provides the Common Channel Signaling generic requirements for Stored Program Control Switches. Includes: Cluster Management and Routing, False Link Congestion Detection, Processor Outage, Node Restart, MTP User Flow Control for ISUP, TCAP End User Presubscription and Intermediate Signaling Network Identification (ISNI). In addition, four new appendices on ISUP Flow Control, ISNI, ISUP Reaction to TFC/TFPs and operations for the procedures in Section 6.5.6 of the TR are included.
