This standard describes the Short Message Service Cell Broadcast (SMSCB) of the GMR-1 Mobile Satellite System. It also defines the message formats over the Gateway Station System - Mobile Earth Station (GSS-MES) interface for the Teleservice 23 as specified in GSM 02.03 [5].
