The American Petroleum Institute initiated a test program in late 1989 to better understand the effects of temperature and fuel composition on running loss emissions under a wide range of conditions. The emissions measurements for this study were performed by a contractor Automotive Testing Laboratories, Inc. (ATL) on a test fleet of four late-model (1983-1990) vehicles. There is an API analysis and discussion of the test data submitted by ATL. It explains the relationships among tank temperatures, fuel volatility and running loss emission in terms of the "true vapor pressure" (TVP) of the fuel.
