Specifies essential safety requirements for approval and test purposes. In Australia it is to be read in conjunction with AS 3100. In New Zealand it is to be read in conjunction with NZS 6200 for the purpose of Clause 17.

This Standard applies to electric inspection handlamps used on direct or alternating current circuits at low or extra-low voltage, but excluding, however, any handlamp which is intended for operation at a voltage not exceeding 32 V, and which-(a) is marked with the operating voltage; and(b) is fitted with a miniature bayonet or miniature Edison-type screw lampholder. This specification also excludes portable lamp standards and brackets within the scope of AS 3128, and similar fittings of a decorative nature, although they may be movable and not fixed. For the purpose of this Standard an electric inspection handlamp is called a handlamp.
