1.1 This practice covers the following procedures for performing visual inspections on asbestos abatement projects:

1.1.1 Establishing the need for the extent of the required abatement before the work begins.

1.1.2 Determining the progress of the work and the quality of work procedures during the work, and

1.1.3 Evaluating the completeness of the abatement and the cleanliness of the work area prior to, and subsequent to, final air testing for clearance.

1.2 The procedures discussed herein are intended to be used on a project performed under a contract between a building owner and an abatement contractor.

1.2.1 The responsibilities of the possible participants in such a project such as an architect, construction engineer, consultant, industrial hygienist, and a testing laboratory, should be described in the contract documents.

1.2.2 The concepts and methods are also applicable in varying degrees to repair and maintenance operations (small-scale), including work performed by the building owner's employees.

1.3 This practice provides the following information:

1.3.1 The objectives of the visual inspection process;

1.3.2 The responsibilities and qualifications of the individuals involved in the visual inspection,

1.3.3 The schedule of visual inspection activities during an abatement project and operations and maintenance (O∧and;M) work;

1.3.4 The inspection procedures for the various types of abatement work and O∧and;M tasks; and

1.3.5 The criteria for certifying work as complete on the basis of the visual inspections.

1.4 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use.
