Applies to the Application Layer of the Dedicated Short-Range Communication (DSRC) system. The purpose of the Application Layer is to give communication tools for the application, whilst the scope of the application oriented working groups is to build the application using amongst others, the tools given by Application Layer. The tools consist of elements that can be used by application processes.
