Proposes general requirements a laboratory has to meet if it is to be recognized as competent to carry out tests and/or calibrations, including sampling. It contains requirements that testing and calibration laboratories have to meet if they wish to demonstrate that they operate a quality system, are technically competent, and are able to generate technically valid results. This proposed Standard is for use by laboratories in developing the quality, administrative and technical systems that govern their operations, and by accreditation bodies, as a basis for their accreditation. It can also be used by laboratory clients, regulatory authorities and accreditation bodies involved in confirming or recognizing the competence of laboratories. This Draft Standard is identical with Draft International Standard ISO/IEC DIS 17025 and is proposed to replace ISO/IEC Guide 25:1990, which is published in Australia as SAA HB18.25-1991 and New Zealand as SANZ HB18.25-1991. Proposed as a Joint Australian/New Zealand Standard.
