These recommendations are made on the basis that working standards are less accurate than reference standards, and that environmental requirements are less demanding. The same concept continues, generally, in differentiating between Type l and ll laboratories. These recommendations are meant to apply only to Echelon ll laboratories. The recommendations serve chiefly as guidelines to the design, construction, and operation of standards laboratories, and therefore serve as recommended practices and are not to be construed as mandatory requirements. Satisfactory repeatability of calibrations can be attained even though the environment does not fully comply with the recommendations, in many cases.
