Im vorliegenden Teil 4 sind für unbefeuerte Druckbehälter, wie sie im Teil 1 definiert sind, die Anforderungen an die Herstellung festgelegt. Neben den Herstelltoleranzen und zulässigen Schweissverbindungen sowie ihren Prüfungen sind auch die Anforderungen an die Schweisser selbst beschrieben. Für das Umformen von drucktragenden Teilen sowie für die Wärmebehandlung nach dem Schweissen sind die notwendigen Festlegungen getroffen. Die redaktionellen Korrekturen mittels der folgenden CEN-Correction-Notices sind enthalten: Version 05 (2003-02), Version 06 (2003-04), Version 07 (2003-07), Version 11 (2004-06), Version 16 (2005-10). Die Änderung A2:2006-12 als Version 24 (2006-12) betrifft Änderungen in den Abschnitten 1, 5, 6, 8, 9 und 10 sowie im Anhang ZA.
