Diese Europäische Norm legt einen Standard für die Anwendungsschicht des in EN 1434-3:1997 spezifizierten Bus-Kommunikationssystems, gewöhnlich als M-Bus bezeichnet, fest. Die Spezifikation der Anwendungsschicht bezieht sich speziell auf die Fernauslesung von Zählern. Sie kann aber auch für verschiedene physikalische und Verbindungs- und Netzwerk-Schichten angewendet werden, die die Übertragung von transparenten Binärtelegrammen mit variabler Länge unterstützen.
