Defines the payment method of central account based on EFC-DSRC (Dedicated Short-range Communication) transactions, physical systems in OBU (On-board Units) and RSE (Road-side Equipment) and the DSRC interface between them, DSRC-link requirements, EFC transactions over the DSRC interface, data elements to be used by OBU and RSE used in EFC-DSRC transactions and security mechanisms for OBU and RSE used in EFC-DSRC transactions.
