La norma, sperimentale, definisce la sequenza di ordinamento di testi plurilingue composti da caratteri compresi nell'insieme di caratteri "Multilingual European subset number 2 - MES-2" o suoi sottoinsiemi. MES-2 era precedentemente noto come Minimum European Subset (MES) (come definito dalla ENV 1973:1995): MES-2 comprende i caratteri necessari degli alfabeti latino, greco e cirillico usati nello scambio di dati in Europa oltre a diversi simboli speciali. Le regole di ordinamento presentate sono da intendersi solo per testi composti da caratteri provenienti da diversi alfabeti e non intendono influenzare le singole strutture di ordinamento di caratteri a livello nazionale.
