Provides Bellcore's view of proposed communications requirements for small Network Elements (NEs) when a non-Open Systems Interconnection (OSI) communications architecture is implemented. In this model, the Application interfaces directly to the services provided by either the Network Layer or Data Link Layer. The selected protocol for the Network Layer of the OSI model is X.25, and the requirements for Physical, Data Link and Network Layers of the protocol are listed. In addition, two languages are proposed for Application messages.
