La specifica tecnica fa riferimento a sistemi per individuare e recuperare i veicoli rubati (ATSVR - After-Theft Systems for Vehicle Recovery). Norme per l'identificazione automatica dei veicoli (AVI - Automatic Vehicle Identification) e delle unità per il carico (AEI - Automatic Equipment Identification) sono stati sviluppati dal gruppo di lavoro CEN/TC 278, WG 12 in parallelo alla norma europea UNI EN ISO 14814:2006. Le norme nei settori DSRC (Dedicated Short Range Communications) e AVI sono considerate come blocchi tecnologici di base per sistemi di identificazione dei veicoli rubati a corto raggio. Diversi termini specialistici e definizioni sono stati usati nella stesura delle norme per ATSVR. Il documento mira a fornire l'insieme dei concetti e delle definizioni di base per i sistemi ATSVR.
