Proposes additional Transaction Language 1 (TL1) messages to be used at the OS/NE interface that accomplish the network maintenance and surveillance functions described in TR TSY-000473, TR TSY-000474, and FR NWT-000475. This issue consolidates messages from TA-NWT-000833, Issue 1 and TA-NWT-000200 Issue 5 (with modifications), and includes new messages that appear for the first time. All messages are presented with the new TL1 format specification used in TR NWT- 000833, Issue 5, to more closely adhere to the TL1 syntax conventions and to improve clarity. Some of the modifications made include generic handling of the Access Identifier (AID) and the inclusion of appendixes dealing with NE implementation issues and recommendations
