Provides proposed generic network element requirements for the Signaling Transfer Point Service Control Point Software, and CCS Switching Office to support addition requirements and clarifications to existing requirements in several areas of the Signaling System Number 7 (SS7) congestion control procedures. In particular, this TA proposes addition generic requirements for how a signaling point should detect links experiencing false link congestion, how a CCS Switching Office should detect looping messages resulting from erroneous switch translations, and how a signaling point should minimize the impact of bouncing links or congestion caused by controlled rerouting, in addition, clarifications to existing generic requirements are given in the areas of the signaling link test procedures....
